Often times used wheels will require sanding to remove heavy oxidation, pitting, and gouges/scratches. New boats need sanding to level any manufacturing marks and used boats almost always need sanding(unless recently sanded and polished). Regardless of the condition, aluminum can almost always be sanded back down and re-polished to a better than new condition.
